Except for the last 80 years!
Except that liberals have been lamenting how the rich have been getting richer.

Taxes are very progressive. 95% of all income taxes are paid by the upper 50%. 50% of all income taxes are paid by the top 10%.

I argue that the progressive tax code is actually growing the gap between rich and poor, not shrinking it. This is because it punishes the primary means to get rich without having to speculate or "win the lottery," while few people make their way out of poverty by becoming dependent on government.

Like I said, there's no evidence that taxes are effective in redistributing wealth. Really, none.
