Yes he needed to prove he was a Vermont resident if he bought from an FFL. That is Federal Law. What was the name of the gun store and what year was it, approx is good enough? If you want to buy from an out of State gun store that is an FFL then you go into the store tell them you want to buy the gun, pay for it, give them a signed copy of an FFL license in your home State, they ship it to your FFL in your State with the FFL from your gun store enclosed and you go to your store, you pay $30 to $60 fee, fill out the NICS form with about 15 questions on it in advance any one of which can disqualify you, they then go to the computer, ring it up in the FBI database to see if you are a felon or not or are on the No Fly List and other databases. In some states they will say you passed the check and hold the gun for whatever the state requires until you can actually pick it up. In crazy Leftists states with the highest gun crime, duh, you may have to fill out a State form also, might have to show proof of firearms training, might have to register and pay more money and fees and if your local forbids magazines over 7 rounds or detachable magazines or has a threaded barrel then you are denied on the spot and you are out the shipping costs and the background check fee.

I have purchased and sold a lot of firearms in my lifetime. I know the laws, you don't so don't challenge me on it because you will be wrong everytime period.
