there is little reward for conservative hiring and management. Government
advancement is acquired by building up a resume with a lot of supervision and
diverse specialties under that supervision.

It depends on what one wishes to accomplish. Many in government want to gain power. For those motivated by a sense of public service there are different ends. Those who wish to gain promotion, money and power will surely bloat whatever they touch.
