You can play around with the words if you like, but both have used the term to describe Obamacare. You can say, "Oh, they're just talking about the implementation." But it doesn't take a lot of reading between the lines to comprehend what's going on here. Hell, Baucus has even announced his retirement -- clearly because he knows he doesn't want to be around for taking any responsibility for it. It is a disaster, and every single person I know in the health care business believes that.
