If they had a thriving "underground market" one day and they decided to END it the next they could do it and nobody there could do anything about it.
But that's one of the most surprising assertions the article makes. They CAN'T stop the underground market. If they could, they would.

I know it's hard to verify anything, and we just got a report saying that North Korea may actually be more capable of producing a nuke and a delivery system than we once thought.

But if the regime were this competent in making nuclear weapons, surely they can be just as competent in building basic infrastructure across their countryside. Of course, it's common knowledge that they don't bother at all. They just focus on Pyongyang and funneling all of their resources toward propping up their egos.

Hence it isn't hard to believe that North Korea doesn't have much control over the underground market.
