Different context...The requirement didn't exist. They were Pennsylvania Dutch 17th and 18th centuries. Why have immigration laws if you are going to ignore them. There are people near me who've been here for over twenty years and don't speak English. Why should they, Obama will take care of them, and that is becoming one of the primary reasons to immigrate. History of the USA, indicates that learning English rapidly has been the norm except in isolated ethnic communities.
