Citing the wholesale cost of some panel output as capacity is foolish.

It's not foolish at all.

All generators of electrical power are rated at some power output under certain "standard" conditions. Dams, gas turbines, coal fired turbines, nukes, wind turbines, pv's ect.

Normal standard ratings for pv's are at 25 decrees C panel temp and 1000 W/sq meter illumination (sun equivalent at sea level).

There are other curves for temp and illumination correction available on most pv spec sheets.
