He was reporting on the prevailing rumors at the time............and not suggesting they were fact as you stated.
It's a common CYA trick played by politicians. They'll say something incredibly wacky, but they'll claim that they're rumors or outside reports so that they don't have to take responsibility.

But just the fact that they repeat the rumor gives it enough credence.

Ask yourself this. What source did McDermott cite in "reporting on the rumor"? The answer is that he didn't, so as far as we know, he's the one who came up with it.
