It's a common CYA trick played by politicians. They'll say something incredibly wacky, but they'll claim that they're rumors or outside reports so that they don't have to take responsibility.

You mean like Issa suggesting Obama had the IRS go after teapers. I guess I see what you mean. Why aren't you outraged by Issa's assertions which is far more detrimental to the president?
