I'll second the part about dissenters in limbo. You inform the buyer that you wish to dissent and then wait for instructions on the formal procedure. Each state has a different set of rules and notification deadlines, but I'm into my second year on a deal I formally said no to and there is no end in sight. Meanwhile the legal clock spins. Fun.
