It is not a term that has been in significant use. Of course, the racist community in Seattle may be different from the rest of the country.

No, its not a term used in newspapers or magazines or on teevee. However, it is a term used by some whites or blacks used to slur Latinos.

Can you fill us in? When you Seattle racists have your hate-meetings, do you hear the term used much?

Never? That doesn't pass the smell test. It is not the most common phrase, more of a California thing, but it gets used by the not so educated.
