Societies mores and norms are largely independent of government. They help determine the government and laws that get created. There is some influence the other direction, laws can change norms, but most norms where not created by laws.

And again even if your statement was completely true, it still wouldn't support the conflating of government and society.

I am dividing human legislation into two categories: positive laws—those that stipulate what citizens must do—and negative laws—those that stipulate what they must not do.

The difference is crucial. Positive laws rest on the presupposition that government has the power to tell their citizens what they must do. This is the very essence of tyranny. Masters tell slaves what to do. Free people don’t have to obey someone else’s orders.

Liberals, including socialists, communists and fascists, all believe that the purpose of govt is to rule the people. Libertarians and most conservatives, know that the purpose of govt is to protect and serve the people.

Government creates societies morals? That is sick. I guess everything in Nazi Germany and Stalinist Russia and Pol Pot's Cambodia was moral since it was legal.
