I have no idea what the legalities might be re: Snowden. Uncharted waters. The argument you make will surely be made, but it's relevancy is suspect because, as I appreciate it, his knowledge is not only that certain potentially illegal intrusions were made but how they were made, I.e., their methods. These methods, techniques, devices, software, etc., are undoubtedly secret. If he revealed these, he is in very deep trouble, regardless of the legalities of how they were used.
