Sowell's comment isn't totally true about all politicians in all situations, but it explains a lot of politics. Its a simple stating of an idea that has been examined in much greater depth in Public Choice economics.

Personally I like Friedman's even more. Good intentions don't matter as much as results. What difference does it make if a politician cares about us and "feels our pain", if he increases that pain.
