Why does everything always have to be a big central plan with you?

You don't trust any group to make things better. You create competition, and those that do better will attract students.

Of course that plan has to be implemented, but again it doesn't have to be by a big central plan. State and local governments can implement it themselves, without any need for the feds to get involved.
