Get people in the ghettos to think like immigrants always did in this country before public housing, welfare and food stamps. Need that can do spirit of hard work, family, self reliance... Help as much as possible via massive infrastructure investment into the communities greatly needed to bring disposable income, some diversity and positive role models, a more pleasing environment of parks, schools, transportation networks and of course the multiplier of opportunities that will mushroom but don't GIVE anyone anything for FREE..
