It always boils down to education. Self motivated or otherwise, but development of the mind is essential.

People cannot understand what they don't know or learn things before they have the basics.

One cannot go to calculus without first learning arithmetic.

Why free pre schools, with meals, are the key to all our ills.

Before you pour the money in for education you have to have laid the fertile ground in which the seed will sprout. A secure family environment with the right values in place in the family and in the neighborhood. so that as work study ethic can take hold.
