Yes. that shows that just throwing money with no controls on it is not the answer to solving poverty. However, private capital invests with direction and control. Seems to have worked for E. Palo Alto, but we need to know the percentage of E. Palo Altoans who were on welfare prior to the private investment as opposed to after that for Chinu's example to be valid.
