1. One who advocates maximizing individual rights and minimizing the role of the state. The problem is that this needs a bit of clarification, and nobody can agree on that. On the face of it, it is wacko, because you could say that individual rights go to 100%, and the state role goes to 0. That would best match "maximizing" one and "minimizing" the other.
