I believe most public housing as we term "projects" arrived in the 60's and 70's about the same time aid for dependent children started to flow. There was some subsidized housing for middle and working class citizens in cities post WW II, but the "projects" and welfare checks for single mothers pretty much went hand in hand.

I'm willing to be proved wrong about that though.
