I don't know how much you know about US social history, but up until 1950 the prevailing cultural model was that it took two people, with one of them working, to raise children. And women mostly had to have a working husband to accomplish this.

Today a single employed woman could do it also, but most welfare single parents can't, won't, or are unable to work--so that the child is raised in a non-work value culture.

I project that sexual mores would become more conservative (like they were before welfare) and that more men would be forced to marry women to achieve a non-paid for sex life. Additionally, the cultural taboo against sex before marriage would return (as it was in effect before welfare) as families would not want the burden of raising an unsupported child.
