A stable, confident, competent, and effective adult is most often the result of childhood experience rich with encouragement from significant adults who are ever present in the child's life... adults who teach and model community values, reinforced in schools and other community institutions and organizations, values which are eventually internalized by children. Yup--no argument there. Unfortunately the welfare supporters here think that those values can be achieved in a welfare setting. Yet they can't point to any statistical measure of this model as "successful" and continue to think just injecting money into the failed welfare system will somehow create the necessary values you mention. They are well meaning, but blind.
