Genuine need is simple. It is based on whether or not a person has the capacity to provide for themselves. It could be based on a long term health issue (this is the only time permanent disability income should be assigned) or it could be a transient temporary issue like job loss or recovering from an accident. People living in a culture of generational poverty need to experience and believe in a culture that would provide new meaning to their life. We know there are solutions for single moms with children being raised in a culture of generational poverty. The biggest problem you have is engendering enough hope for them so that they would willingly participate in the necessary struggle. The people I know in this circumstance tend to react defensively and aggressively if you suggest any correction to their lifestyle or cultural values ... what we refer to as entitlement attitudes. These are huge barriers.
