There is no generational welfare system, there is only a failure of the society to address the problem of poverty.

I don't know if there is data collected that demonstrates "generational" welfare, but when I was working in DC in the late 80's and early 90's the Post ran plenty of stories about kids growing up on welfare and then having their own kids and going on welfare.

This was before welfare "reform" in 1996 so I don't specifically know if somehow the "reform' worked to prevent this going forward.

However, one statistic we do have is that the births of children to single parents is now at 80 percent for black mothers and 40 percent for white mothers. Surely the accessibility to welfare is one part of that equation.
