I know there is generational welfare, but only because our society has let the poor down. Republicans do not understand or care about social science and so they do everything in their power to cut programs that would end the generational welfare. Just like they are trying to do now with the New Deal. As well, we as a democratic society are barely out of the caves, so we are still experimenting with social science programs. Which liberals keep trying to improve and Republicans who live in fantasy land want to stop. But I do admit is keeps getting more and more difficult with over population. 15,000 years ago most people lived in small tribes of less than 100 people. Now we have to administer a population of millions.
