The web is full of sites which will offer price compares for free just to snag the click traffic $s. Its true that there is more complexity here, say in comparing provider networks, but again, why make an official exchange, when plenty of free sites would happily like to chase the ad $s, and provide competition by making better working sites?

The 3% is of the total premium purchased through them. Hence they would like to snag even the non-subsidized purchases, when those people could instead buy through any insurance agent, or direct from the respective co. just as they do now. CoverOregon hopes that instead you'll go to their site, then click to buy while there, rather than leaving and do it directly.

I just don't see the value that a monopoly site provides.

IMHO, its a bit of a backdoor liberal dream, of trying to get people used to the notion that there is a single source for healthcare insurance, i.e. a step on the way to single payer.
