Large shelters in unused buildings with bunk beds and cheap but nutritional food. Train them to do some task that is needed. And make them do it. Give some small incentive for doing it. I don't want anyone to starve- but I don't want people on the dole to live too well. There's a balance here- we can find it. And we need more mental facilities and the ability to keep the really crazy people in them, so they don't get mixed up with the folks who really can care for themselves.
