I felt at the time, and still do, that Powell knew exactly the scam the neo cons were running. He knew exactly how he was being used. He didn't like it, but he did not have the guts to disclose it.

And then he had remorse after the fact when it turned out to be the scam of the century. Like a person who commits a crime and gets caught.

Actually the Tonkin Gulf scam was probably larger.
