Data won't resolve this one since it's clear what needs to be done. We need a huge national effort to improve the education provided to poor folk of all stripes. We not only don't do it now, we are well on our way to making a bad situation worse. The money that had been spent on it in the 60s and 70s when we thought it was bad is now in tax breaks for the wealthy. So the bad has become worse. A bad economy with job growth not only slow but in geographic sectors the poor have trouble reaching makes it worse. We know all this. Blaming the victim is just the political perversion of the moment. Has been for a very long moment.
