Like you, most Americans think FEMA can just solve all the problems created by state and local officials. It just doesn't work that way. Never has, never will.


One thing that is almost always overlooked is that the federal government cannot step in until the governor of the state specifically requests action from FEMA. It's a 10th amendment thing.

Blanco hesitated in asking for help from FEMA and this caused a delay in FEMA's ability to engage. FEMA did their job once they were asked to.

My recollection from August, 2005 is that YOU believed FEMA was a "first responder" and that I showed you specifically where that was not FEMA's role. Is that still your position (even though I already corrected you at the time?)

I was a first responder under the FEMA umbrella. I know what a first responder is. You clearly don't.
