Re COSWF and IMO - IMO has been running COSWF but on a long leash. What rekindled my interest is that IMO will take a much more active role and use their maintenance and procurement systems in COSWF too. COSWF has been long plagued by reliability issues that have kept their uptime at ~75% for the upgrader units. IMO think they can get that to ~90% (Slide 41) which would be huge for COSWF. Check slides 41-43 for IMO's plans for COSWF.

I think the 90% uptime for the upgrader units is possible since upgraders are sort of similar to refineries and those can achieve 90% uptime . So, there shouldn't be a fundamental reason why upgraders can't get to similar valued and i think that is what IMO intends to do.
