What I said is that HE views HIMSELF as a dictator -- that he can make his own rules, he does not need to deal with Congress, and laws don't mean a damned thing to him if he disagrees with them.

Bush.

Ordering the NSA to wiretap Americans before putting a legal framework in place.
Extraordinary rendition.
