First who gets paid first when there is only X amount of dollars to spend?

Constitutionally and by common sense, the interest payments on the debt come first.

Of course its possible the Obama administration will ignore the constitution and the requirements of common sense, or that they won't but they will be incompetent in their administration of these payments and f' it all up, but it is possible, sensible, and legal, to prioritize debt payments.
