Yes it is why they are threatening a downgrade. Without the unsustainable spending, future spending ordered by law, deficits, and debt, the shutdown, or even the lack of a debt limit increase, wouldn't be nearly as much of an issue for bond holders and ratings agencies. The reality that needs to be dealt with is the run away entitlements, unfortunately many Republicans and most Democrats don't want to deal with it.
