What brought about this "spying on everyone" was 9/11. An act committed by stateless terrorists, who our intelligence agencies, who probably have sources and agents placed in every potential enemy and competitor government, had absolutely NO read on. So, what do they do? Spy on everyone, and use the advances in computer technology to sift the haystack. Build a giant haystack barn in Utah, one with so much computing power it catches on fire. And so on. We're not going to get agents into AQ anytime soon. Obama was probably made aware of all this on entering office, and continued it. It's his JOB to protect us.
