Afraid of what?

Your point seemed to be that safety net programs don't stimulate the economy, so therefore, well, I'm not sure... either:

1. That they're not worth doing

or

2. That stimulus programs can't work because safety net programs don't act as stimulus.

If neither, then what was your point?
