These are people who shopped the market and bought what they needed BW. You are assuming they didn't know what they needed. Most middle class people can probably afford to self insure the first 10-20k unless they have bunches of kids. They bought the major medical to cover the big stuff and eliminated frill stuff they didn't want. It suited them and their needs coverage and price wise. Now comes the government and says "Opps, we forgot to tell you about the minimum requirements when we said you could keep your policy". That is a major major screw up and there will be a political price to pay for it.
