There have been pretty significant revivals of repentance in certain parts of the world from time to time, sometimes involving the greater part of a nation - Wales for example. Biblically, Nineveh, the capital city of the Assyrian Empire, had a time of city-wide repentance through Jonah's prophecy, but later it abandoned its faith because the Prophet Nahum announced its destruction about 100 years later. It seems to me that if significant portions of any community small or large do repent, like if it experiences the Lord's judgments like Isaiah says, then God considers their welfare for how he treats the nation overall as Jeremiah 18 tells us.
