Chao responds, “Because we still have to build the payment systems to make payments to issuers in January.”

He doesn't realize that payment has to be made to the Ins cos by Dec 15th or the people aren't covered in January.

To expand on my earlier comment, this means the Ins co's will be asked to take the Gov's word that the premiums have been paid in Dec, because the Gov won't be able to process them by that time. If I were the Corporate Lawyer for the Ins Co, I would refuse that demand.

This means when these people get sick in January they are in limbo.

What a disaster!
