I think he knew about the problems in September but didn't want to delay it because that is what Cruz and Lee were insisting he do. He was lusting after the political he points he was scoring due to the shutdown.

He sounds like he really didn't know that the website would not work until two or three weeks ago, when the "just a few glitches" excuse became inoperative.

This view, IMO, is supported by reports that the "cryptkeeper" (h/t MD) Sebelius was told about serious problems prior to the rollout. Her answer was that "delay is not an option". Why not? Apparently, because she couldn't face her boss with bad news.

Obama could defuse a lot of resentments by firing her, which she fully deserves. Why he hasn't done it is a bit puzzling.
