ValueLine doesn't rate WCII great either. However, VL is earnings driven. If you have negative earnings, VL doesn't like it.

I think that you are a little naive about that $ figure. At this point, the take over value would more that likely not exceed $40.

Obviously, until we start showing earnings, WCII is still a story stock, and is not really amenable to "current value" analysis.
