It is a quality measure, but to use it to compare quality you need a lot more data than that.
440,000 deaths is not enough data for you??? Fewer American soldiers died in WWII......we considered that a problem... Should the nation be concerned??

Finally, someone with the ability to parse every written word, certainly should be able to put together 10 brief statements of healthcare quality issues...
