Because if they're not signed up by the end of March, they won't be able to sign up in 2014, and will have to pay the fine and sign up in 2015.
The deadline isn't relevant except to those who are healthy yet still want insurance "just in case." I'm not talking about them, except that I believe there won't be that many people in that category.

Instead, I'm talking about those who will voluntarily forego insurance (and pay whatever ObamaCare mandate penalty necessary) until they get sick. Then they'll sign up for insurance knowing they can't be denied for "pre-existing conditions."

Now for people who qualify for subsidies, this won't matter as much, because the difference between not having insurance and having insurance is small. But these aren't the people that ObamaCare needs to sign up in order to be sustainable, because their incomes are low and they can't contribute much.

But for people who do have the income (and therefore do not qualify for subsidies), this matters a lot. And given that ObamaCare is going to make insurance rather expensive for these people, they're more likely to stay uninsured until they really need insurance. However, these are the very people that ObamaCare needs to sign up in order to be self-sustaining.

You see the point? If so, you will realize that ObamaCare as it is isn't going to work, and that the necessary changes to "fix" it are going to be highly unpopular.
