The people that benefit from this are the elite 5% with the money, that pull the strings behind the Republican party. They want a paralyzed Federal government, the better to exploit it. They don't want tax reform, income redistribution, or working Americans to get a fair slice of the pie.

To me, the job for (D)'s is to HIRE some people like Frank Luntz. He invented "death tax" as a reframing of the inheritance tax for the Republicans, and coined "job creators" as a relabeling of wealthy, undertaxed people. He's not personally ideological, is just a hired gun, and has openly wondered why the (D)'s have never hired him. My dad was in the influencing (advertising & public relations) business, and it was a science in his day. It's rocket science now.

They need to convince working (R)'s that they've been voting against their own self-interest for years. They're failing miserably.

The point of the article was that the tuition costs were raised for one economic group and not another by College Administrators at public universities without public debate about the fairness of this. In other words, they decided to unlevel the playing field unilaterally.
