The surprise to me is to how we got here with these policies. It is not conducive to good government to hide the consequences of legislative/policy actions prior to the enactment of implementing laws or policy directives. I'm surprised you are surprised. This is the structure of medicare, social security, all sorts of safety net items at the federal and state level, among other things. It's never been hidden. Just no right wing political machine to convert a social good into class warfare.
