That sums up well what Washington State DNR and Ecology has had to do.

Too much water being withdrawn from aquifer's lowering water tables.

You can't "mine" water like the "old days" of unlimited withdrawals. Not any more!

LOL.....apart from all the carcinogens pumped into the acquirers by companies that build solar panels etc, perhaps your pals can obtain state subsidies for solar powered and wind powered desalinators?......drip irrigation with desalinated sea water works well in Israel. A state wide levy could be put on well water and melt water in reservoirs to pay your rent seeking pals new water scheme.
