"A state wide levy "

Me pay to subsidize teabagger Okies in the Valley even more than we do now? You have got to be kidding.
Why reward bad behavior?

apart from all the carcinogens pumped into the acquirers by companies that build solar panels etc, perhaps your pals can obtain state subsidies for solar powered and wind powered desalinators?

I wouldn't blame the panel makers here ( or to be more exact, the wafer and cell manufacturers).

Way, way back in the late 1940's the transistor was invented. Thus began the semiconductor industry. Transistors, diodes, SCR's and eventually IC's and a host of other semiconductor manufacturing.

PV manufacturing (or more specifically.. semiconductor manufacturing) is much, much cleaner today than sixty years ago.

Wouldn't you like to have your cell phone, TV, Radio, the computer controlled fuel injection system in your car and virtually everything else electronic?

LOL!

drip irrigation with desalinated sea water works well in Israel.

Desalinated water takes a lot of energy to produce. There are some newer ways to do it but they still take a lot of energy.

Nothing beats "Nature's hydrological" process for scale....
