There's no doubt it shows a *huge* vote of confidence on Cook's part. Buybacks amount to doubling-down, as they really do is leverage the investment by concentrating it. If Apple does well from here, it will amplify the upside. And vice versa. It's just upping the ante.

Also in doing this, he appeased Icahn. Depending upon what you think of Icahn's guidance, that can be a good or bad thing, too.

One concern is, as someone else addressed, that they've eaten up a ton of their US cash. Not that there's not a big chunk left over, but they do need to keep an eye on how they'd handle a massive acquisition if one became of interest.
