Yes, that is the story. Good sleuthing there. As to the explanation--well that's a little speculative. They try to put it off on Humana's policies instead of ACA, but at this point we don't know for sure. We do know the enactment of the ACA caused many a switcheroo of health plans to take place and that a lot of people are "caught" in these type of situations. It is for them "a mess" attributable to the switch caused by the cancellation of the original plan by the requirements of the ACA. Democratic Candidates need to be able to deal with these "messes" better than this explanation--IMHO.
