The "voucher" system (R)'s propose would provide white people with the money required above the vouchered amount a way into private schools, and provide white people with the money to pay for private schools entirely out of their own pocket with a subsidy. The black folks who can't afford the extra money
Be aware I'm not supporting the "voucher" system. I'm just saying it is one Republican educational proposal to counter Democratic educational proposals and that is why Democrats can't stop "proposing" in this area.

Additionally, the US Justice Dept in a lawsuit against the State of Louisana's voucher program is arguing that it would make the school system more segregated, but only because it would become more "Black" thru vouchers as only mostly black kids qualify for the income limits and white kids don't..
